The grant was awarded through the Community Conservation Partnerships Program (C2P2). According to Rep. Stephanie Borowicz, this funding will make possible the construction of approximately 1.25 miles of trail from Brewery Run Road in Renovo Borough to Sproul State Forest in Chapman Township, including ADA access, landscaping, signage, and other related site improvements. The study for this segment was completed in the spring of 2020, but the construction process has been full of obstacles. "The first shovel of dirt likely won't happen until spring of 2023," said Henry Sorgen, president of the Central Mountains ATV Association Inc. One of the major hurdles, he said, included road crossings. "The ATV Pilot Program opened doors and made it easier," he said. According to DCNR, "as the term 'pilot' suggests, the Regional Trail Connector is a new program that connects ATV riding opportunities on existing trails overseen by different governing authorities." The 2021 ATV Regional Trail Connector Pilot area spans Potter and Tioga counties. DCNR approached the Central Mountains ATV club after completing the study to connect Renovo to Bloody Skillet. "We just had a meeting Friday [with DCNR] about the grant," said Sorgen. It's going to be a Clinton County trail, so the County will manage the grant. The Club will share the project with the county, managing construction and maintenance. "Clinton County is heavily invested in the project," said Sorgen. Community Conservation Partnerships Program (C2P2) grants are administered by the Department of Conservation and Natural Resources (DCNR) and are awarded to municipalities and authorized nonprofit organizations for recreation, park, and conservation projects. Overall, Connection to from Renovo to the New York border is hoped to be completed by 2024. "Over the years, the ATV clup has increased the available miles to ride from 286 to 1,100 legal miles," said Sorgan. Some of the trails are also open to hikers, mountain bikers, and snowmobiles.
  4. Right now the issue is availability. People have been waiting months to get a machine and some won't be available for a year. Arctic Cat still makes the TRV in a 700cc machine, but I have no experience with Azzy powersports so I have no idea how good a dealer they are. Cube does not sell machines anymore, but they will still service them for non-warranty work. I like arctic cats because they are easy to work on and you can download the service manual for free. Can-Am has been shown to be more reliable then the Polaris based on rides I have been on.

  6. I got confirmation that Whiskey Springs will NOT be open for the winter riding season 2022 due to the mine reclamation project. Approximately 10 miles of trail are impacted by this project. This will impact our normally planned March ride.   7. I looked at the map DCNR has online. It uses a lot of what is already open now through the NCATV initiative. What they did was open up several forestry roads, some snowmobile trails, and legalized sections of state roads to connect some of the segments together and to add new segments. Some of the new connections will take you to places to eat, hotels, and gas stations (although they don't name them on the map) Some of the places I see you can go to now on your machine: Fezz's diner, another place to eat (not named), and a hotel (not named) Colton Point State Park Campground in Watrous (not named on map) They extended the roads that leads to the stone watering trough. A parking area is indicated on the map Prouty Place State park. A connection to just west of Coudersport, but you can't get into the town yet. ATV riders will have the unique opportunity for long-distance travel by permit on: Designated state forest trails and roads Designated local (township, borough) roads Specific state routes in the region 2021 Pilot Riding Area The 2021 ATV Regional Trail Connector Pilot area spans Potter and Tioga counties, but does not include the entirety of both counties. DCNR Set to Open ATV Regional Trail Connector Pilot Area July 16 06/28/2021 Harrisburg, PA -- Today, the Pennsylvania Department of Conservation and Natural Resources (DCNR) announced the opening of an ATV Regional Trail Connector pilot program in the northcentral region of the state that will provide opportunities for riding enthusiasts to traverse many miles of roads opened to all-terrain vehicle use and trails in Potter and Tioga counties. “DCNR recognizes the desire of the ATV riding community to be able to travel long distances legally and without interruption and the positive effect such opportunities can have on local businesses,” DCNR Secretary Cindy Adams Dunn said. “Through this pilot program, we are hopeful to determine the feasibility of strategically connecting regional riding opportunities while also serving the larger community.” This ATV Regional Trail Connector pilot program is in response to growing ATV purchases, registrations, and public demand for increased riding opportunities. Through collaborating with public and private partners, the pilot aims to offer long-distance riding opportunities, contribute to local economies, while maintaining the many uses and values of the state forest system. DCNR recently revised its ATV trail policy, which lifted the moratorium on new trails that had been in place since 2003. “We recognize the need to be responsible stewards of the state forest lands and DCNR will be looking closely at the impacts of increased use in the pilot area,” said DCNR Parks and Forestry Deputy Secretary John Norbeck. “DCNR is aware of its role in connecting ATV trails and we will use this pilot program to determine whether sections of state forest roads may serve as permanent strategic connectors for regional ATV trails on a limited, case-by-case basis.” The area will open for use on Friday, July 16, 2021, and will remain open until Sunday, September 26, 2021. The pilot program will also be reopened on the Friday of Memorial Day Weekend in 2022 to coincide with the full DCNR trail summer riding season and incorporate a planned connection to the Tiadaghton State Forest and the Haneyville ATV Trail System in Lycoming and Clinton counties. The categorization of trail route are as follows: 208 miles of township roads (currently designated open to ATVs) 11.8 miles of PennDOT roads (previously not designated open to ATVs) 11.7 miles of state forest roads (previously not designated open to ATVs) 1.93 miles of state forest snowmobile trails (previously not designated open to ATVs) 45.5 miles of existing state forest ATV trails (previously designated open to ATVs) ATV riders will need to purchase a Regional ATV Connector Pass permit to use the designated PennDOT and State Forest ATV Connector Roads, the cost of which will serve to offset implementation and management of the program. Permits for the remainder of the 2021 season will cost $20 for Pennsylvania registered ATVs and $30 for non-Pennsylvania registered ATVS. Full 2022 season permits will cost $40 for Pennsylvania registered ATVs and $60 for non-Pennsylvania registered ATVs. Permits will be available for in-person sales only between the hours of 8:00 A.M. and 4:00 P.M., Monday through Thursday, 8:00 A.M. to 8:00 P.M., Fridays, and 10:00 A.M. to 6:00 P.M., Saturdays at Tiadaghton, Susquehannock, or Tioga State Forest district offices beginning Wednesday, June 30. It is shareable from our page, not the private group. Penn DOT and DCNR are opening limited portions of State roads and State Forest roads to provide connector routes to area businesses and routes that tie into the Susquehannock trail system. July 2nd is what we hear for Penn DOT but as yet we have no confirmation from DCNR if they will meet that same target. Fees- The fiscal code provides for an additional fee to use these connectors. We have heard $40.00 for PA residents, $60.00 for non-residents. This in addition to the $10.00 yearly registration and should be pro-rated this year. The logistics on getting the permit are sketchy at best but that is in DCNRs hands. Requirements – Registration, insurance, driver’s license, pilot permit and a DOT helmet. We know people have strong opinions on a helmet one way or the other. This is not a hill we are willing to die on, it is state law. Even if your child has the ATV safety course it is not legal for unlicensed operators on any public roads. Time – The pilot program is for three years and will be concurrent with the “riding season” Friday before Memorial Day to the last full weekend of September. Penn DOT could leave their roads open all year if they choose, we doubt DCNR will. IF Pike Twsp were to open Yahn road you could access Galeton through Tioga County. As yet they have resisted efforts to provide legal routes to access the businesses and hamstrung the residents of their township and the borough. Hopefully they will reconsider.) This has taken countless hours of work from many people of which we played a small part. It is impossible to name and thank them all. We have a great opportunity and responsibility to be a model for safe ATV access throughout Pennsylvania. The announcement was made at the meeting of the Conservation and Natural Resources Advisory Council this week, where the proposed changes were first introduced for public comment. “This policy provides guidance to DCNR when acquiring, developing and managing lands for ATV use,” DCNR Secretary Cindy Adams Dunn said. “The major change will allow the careful consideration of strategic new riding opportunities on state forest lands to connect regional trail systems.” Where there was a moratorium on new trail development in the previous policy, the revisions now authorize DCNR to explore the potential for new ATV trails and connectors on state forest lands. Other changes include: Allowing the Secretary to designate portions of the state forest road system as temporary, seasonal or permanent ATV trails. Allowing the department to request public comment for projects that have broader impacts on the community/region. Supporting acquisition of lands specifically for motorized recreation use. DCNR received 857 comments on the proposed changes. Responses to those comments (PDF) can be found on the DCNR website. The policy is effective immediately. Implementation will be guided by a set of overarching ATV Management Principles (PDF) developed by the DCNR Bureau of Forestry. “With the principles guiding the work, the department will be doing an assessment of potential new riding opportunities that could benefit communities and businesses, and provide continuity to regional trail systems while balancing protection of the natural resource and other values and recreational uses of the public lands,” Dunn said. A focus of the assessment will be the northcentral part of the state due to the prevalence of state forest lands, a relatively high number of township roads open to ATV use, and proximity to other DCNR ATV trail systems. Pennsylvania currently has more than 260 miles of ATV trails in state forests. DCNR plays a multi-faceted role with ATVs: registering their use statewide through a cooperative agreement with PennDOT; managing registration-generated fees for maintenance, enhancement, and enforcement of trail opportunities on state forest lands; and distributing grants to provide new recreational ATV trails and facilities. Pennsylvania has around 285,000 registered ATVs. On state forest lands, ATV riding is allowed only on designated trails. The Conservation and Natural Resources Advisory Council released a report in January 2019 to provide recommendations on how DCNR and others could enhance motorized recreation in Pennsylvania (PDF).   12. https://www.lockhaven.com/news/local-news/2020/09/121-atv-riders-take-to-the-mountains-near-renovo/ RENOVO — Although it came later than normal and looked a little different than the previous nine years, the Bucktail Medical Center Relay for Life Team and Central Mountain ATV Club held their 10th annual Cruise for a Cure ATV Ride. The event is typically held in June but with COVID concerns, the organizers revamped the event, pushing back the date and respected state guidelines. “Everyone that is involved with helping to organize the event was so great to work with. We couldn’t have asked for anything more,” said one of the Relay for Life members Chris Campbell. “Once we talked with the Central Mountain ATV Club about pushing the date back they suggested Sept. 12. and from there things really went well.” “We couldn’t do this without the Central Mountain ATV Club. They take care of all the mapping of the route, getting permits and putting signs up. Without them there wouldn’t be an event,” Campbell continued. The Relay for Life members also helped alot and are greatly appreciated, considering the uncertainty of the times, he said. “It was a struggle, but once a date as determined the Renovo Fire Company, Renovo police and borough, boy scouts and Flaming Foliage just jumped on board immediately,” Campbell explained. “Citizen’s Hose (South Renovo) Fire Chief Eric Knauff was there constantly for us. I don’t know what we’d do without him.” The event typically is permitted 250 machines, but this year was limited to 250 total people, which includes passengers. In all 121 machines completed the course this year. The event starts and stops in Renovo while snaking through area mountain roads including private roads that ATV’s don’t normally have access to. Three riders– Ed Eisenhower and Jim Packer of the CMATV Club, as well as Mike Guzzi of the Valley ATV Club — received perfect attendance plaques, a thank you from the Relay for Life team for riding in all 10 Cruise for a Cure events. The first event saw just 43 machines, so even with restrictions, the 10th year still saw basically three times the attendance from the first year. Although organizers had not yet calculated what the 10th annual ride raised in its fight against cancer, the first nine years saw a net of over $74,000. Campbell said he is confident that they will have exceeded $80,000 after 10 years.

IMPORTANT ANNOUNCEMENT We are pleased to announce that NEP Sno Trails is now going to be known as NEP Sno & ATV Trails(NEPSAT). The image is a copy of the press release that was recently distributed to media outlets and current members. We understand that there are many questions and concerns with the club going in this direction. Due to factors such as the unfavorable weather conditions over the past several years, the recent ATV/Snowmobile fund split at DCNR and the growing popularity in the SxS market, club leadership decided to start looking at the ATV side as not only a means of survival for the club but to continue our longstanding support of the community in providing motorized recreation opportunities in Northeastern Pennsylvania. The club has been taking a measured approach with this venture to ensure every base is covered. Letters were sent to landowners and major stakeholders a few weeks ago informing them of our intent, reassuring them that ATV’s will not be allowed on the snowmobile trails without their written consent and asking for any feedback. The majority of replies were positive, zero trails were lost. All legal and insurance bases needed to be covered as well, which has taken place and is ongoing. Discussions have taken place with major stakeholders such as DCNR, Rail Trail Council of NEPA, local governments and several local business establishments. The press release was also sent via bulk email to all members. NEPSAT was recently awarded a DCNR grant to perform an ATV trail feasibility study along the O&W corridor(B trail). When completed this could open up future grant opportunities for trail expansion and development grants. A comprehensive plan is also in the beginning stages of development. The following are highlights that hopefully answer some questions we have been receiving (note that the term ATV shall apply to UTV’s as well): > The only section of trail that will be open to ATV’s at the time of this post is the section of the B trail(O&W) from Stillwater to Lake Lorraine. Future expansion is in the works but not yet finalized. > ATV’s are not allowed on the Rail Trail. > ATV’s are not allowed on any NEPSAT snowmobile trail without landowner permission. Violators will be subject to trespass laws and will be banned from all club trail access and functions. > NEPSAT registration will be required to legally access the trails. Registration for the 2020 season is $50 per vehicle. Revenues will be used to maintain the trail system, offset operating costs and help fund future expansion. > Registration will be thru the club website only at www.nepsnotrails.com. You can pay online or download the application, fill it out and mail it in with the payment. > Vehicles must be registered with PA DCNR (or a reciprocating state*), operators must provide proof of insurance.   22. It looks like the proposed connection will not be done by 2020 because of the issues of using too many roads to make the connection. To do it by all trails as proposed by the Larson group would take a lot of money. See attached ATV Response from Sec. Dunn.pdf
